RAIL AND ROADWAYS: The Ministry of Public Works and Transport (MOPT), along with the National Road Council (Conavi), are the government organizations in charge of national road nomenclature and maintenance. Rail transport in Costa Rica is primarily under the stewardship of Incofer (Instituto Costarricense de Ferrocarriles), an autonomous institution of the state.
